Hi, I am Charles Martin Lilly, well known to my friends and family as Marty Lilly, and I am asking for your vote to seek the office of Sheriff of Owen County. I was born and raised in Owen County, my wife, four children, and four grand-children were also raised in Owen County and we all still reside in the community. My experience of 36 years of law enforcement dates back to 1982 when I was on the Owenton City Police force. Prior to becoming the Chief Deputy for the Owen County Sheriff’s Department in 1990, I was promoted to Owenton City Police Chief. I have held the Chief Deputy title for the past 28 years.
In 1983, I graduated from the Department of Criminal Justice’s Police Academy in Richmond, KY. Since then, I have accumulated a minimum of 40 credit hours per year from the Department of Criminal Justice to stay up to date on the newest laws, technology, and techniques. I am a firm believer that education is the strength of any individual striving to be their best; to accomplish our dreams, we have to be willing to put forth the extra effort. I have been putting forth this extra effort for the past 36 years and my dream is to become the Sheriff of Owen County.
My family is very supportive of my position to run for Sheriff. My wife of 16 years, Tina Dezarn Lilly has been my inspiration to follow my dream. My daughters are Shannon Elam and Danielle Tracy and my sons are Jarrod and Ben Lilly. Our roots run deep in Owen County, in-fact, my mother and father, the late Joyce Kingkade Lilly and Charles Lilly resided in Owen County, as did my grand-mother and grand-father, the late May Heflin Kingkade and Erman Kingkade.
If elected, I will:
• Keep the public informed of the Sheriff Department activity
o We used to publish Sheriff Department activity in the News Herald, but over the years, we have gotten away from this. I will bring this level of accountability back
• Place a Resource Officer in the School system and get involved
o The time is past due for this level of protection for our children. I will exhaust every resource to stop our beloved Owen County from becoming the next statistic. This Resource Officer will not cost the public a dime, because I will utilize a Federal Grant that will cover the expense.
• Proactively deal with the drug epidemic in Owen County
o Information obtained about drug activity through the public or through our investigations will be strongly examined to find the source and shut them down.
• One call away
o I will institute a 24/7 one-phone-number approach that will roll-over to myself or to the officer on duty, so that you get an officer on the phone instead of an answering machine.
